Can a visitor book a public tennis court in Osaka City, and what does it cost?
Not on OPAS. Osaka City books its 13 tennis facilities on OPAS, its sports facility system (Japanese only; phone, internet, and street terminals at sports centres). Registration is for people who live, work or study in Osaka City (junior high age or older) and who hold an account in their own name at one of 10 listed banks and credit associations (for example MUFG, Resona, Mizuho and SMBC), domestic branches. Registration is on paper (a form stamped by the bank and then by a sports facility or park office, or posted to the Osaka City Sports Information Center) and costs ¥500; the card is valid for 3 years (¥300 to renew). Under these registration conditions a visitor from outside the city cannot register on OPAS. Anyone can check open slots without registering. The OPAS facility list also says that people who are not registered can apply for the lottery or for use directly at each facility's counter; details differ by facility, so ask the facility. How booking works: lottery applications run from 00:00 on the 1st to 24:00 on the 10th of the month two months before the day of use; you confirm a win and apply from the 13th to 24:00 on the 22nd; slots left over open from 07:00 on the 23rd. Lottery applications are limited to 2 units a day and 20 units a month for the tennis and table tennis group. You can cancel tennis courts up to 10 days before the day of use; after that the fee is charged. Fees are paid by bank debit on the 20th of the month after use. Yamanouchi Nishi, Urae, Nakanoshima Nishi, Minami Temma, Sanadayama, Nakajima, Kita-Eguchi Chuo and Asahi are unmanned park courts: bring your registration card and booking slip, and show the slip if someone else is already on the court. Fees are set per facility. Most courts cost ¥800 per court per hour (Yamanouchi Nishi, Urae, Nakanoshima Nishi, Minami Temma, Sanadayama, Nakajima, Kita-Eguchi Chuo, Asahi, Tsurumi Ryokuchi and Morita Tennis Court Utsubo), and lights cost ¥2,700 more per hour where installed (Urae, Minami Temma, Sanadayama, Asahi, Tsurumi Ryokuchi). Nagai is ¥900 (¥2,800 in the night hours including ¥1,900 for lights). At Nanko Central the hard courts cost ¥500 on weekdays and ¥900 on Saturdays, Sundays and holidays (lights ¥1,900) and the sand-filled courts ¥900, and 50% more is charged when a membership or admission fee is collected. At Morita Tennis Center Utsubo the general courts cost ¥1,600 (lights ¥2,700) and the Centre Court ¥4,000 on weekdays and ¥5,000 on Saturdays, Sundays and holidays (lights ¥5,400). Opening hours and closing days differ by facility.
