Book on Koto Sports Net: Run by the operator 江東スポーツ施設運営パートナーズ for Koto Ward. Register once in person at a ward sports counter (for example the Koto Health Centre or Yumenoshima Stadium) with an ID that shows your current address and a bank direct-debit form, then book on the Koto Sports Net system. Only people who live, work or study in the ward enter the lottery; everyone else books the leftover slots from 06:00 on the 11th of the month before use (ward registrants from noon on the 9th).
