Book on Edonet: Run by Edogawa Ward. Anyone aged 18 or older who does not live, work or study in the ward registers as "General (outside the ward)" on the ward's Edonet reservation system, with an ID such as a My Number card or driving licence (a health insurance card is not accepted). The registration paper is collected in person at a facility counter. The lottery is for in-ward registrants only; outsiders book the first-come slots left after it, from noon on the 13th.
